David E. Beaty is Regional Manager for Florence & Hutcheson’s South Carolina operations. He has more than 18 years of increasingly complex infrastructure design, management and public involvement experience. David’s current corporate responsibilities include client service leadership and building growth opportunities throughout South Carolina. His operations responsibilities also include final oversight of all planning, environmental and design deliverables.

Prior to joining Florence & Hutcheson in 1998, David worked in various capacities with the Federal Highway Administration (FHWA) in Tennessee, Massachusetts, Washington, and South Carolina with responsibility for Roadway Design and Construction oversight. In South Carolina, David served as FHWA Operations Engineer with responsibilities involving Federal-Aid oversight of final design and construction for active projects. He was responsible for final design reviews, reviewing and recommending bid packages for approval, construction inspections and approving associated change orders. He also served as the Assistant Planning and Environmental Engineer, and was responsible for representing, directing and implementing the Federal-Aid Highway Program in the areas of planning and environmental actions in the central Midlands and Upstate regions of South Carolina.

David is a member of numerous civic and professional organizations including the American Society of Civil Engineers, the American Council of Engineering Companies, the Southeastern Association of Transportation and Highway Officials, the Society of American Military Engineers, and the Municipal Association of South Carolina.

David received his Bachelor of Science degree in Civil Engineering from Tennessee Technological University. He is a registered professional engineer in South Carolina and Georgia.
