Harris (Scotty) Scott is an Executive Vice President of Florence & Hutcheson responsible for the firm’s operations and expansion in Louisiana and other areas throughout the Southeast. He has more than 40 years experience within every facet of the civil engineering arena. His corporate responsibilities include client service leadership, public affairs, and development of growth opportunities companywide.
Prior to joining F&H in 1999, Scotty held various design, operations and management roles with the Tennessee Department of Transportation (TDOT) for over 30 years. His responsibilities encompassed all aspects of Transportation Engineering from supervising construction projects to the post with the Department as Assistant Executive Director of Planning and Development. In that role, Scotty was responsible for the coordination of projects between TDOT and the Tennessee State Legislature. In that position he was in charge of a staff of over 800 employees performing roadway design, bridge design and right-of-way and utility functions. Prior to that position, as Director of Program Development and Administration, Scotty directed activities of the Division that provided project programming, project activity scheduling, directed the policy and procedures for the Right-of-Way and Utility offices statewide and the Department’s Certification Acceptance Office.
Scotty was involved in the first Design-Build project in Tennessee and had the opportunity to speak about the process of Design-Build as an alternative for project delivery.
A graduate of Tennessee Technological University, Scotty holds a Bachelor of Science degree in Civil Engineering. He is a registered professional engineer in multiple states throughout the Southeast, and is a member of numerous civic and professional associations throughout the country. Currently, Scotty serves on the National ACEC Transportation Committee, and serves as one of three ACEC Board members for middle Tennessee. In local hometown involvement, Scotty has served for over eight years on the Hendersonville Municipal Board of Zoning Appeals. In 2004, he was awarded the ACEC of Tennessee’s President’s Citation in recognition of outstanding service to ACEC. Scotty is also a recipient of the Tennessee Ready Mixed Concrete (TRMCA) Excellence Award for his pioneering work in ultra thin white-topping in Tennessee. Scotty authored a report for the National Transportation Research Board, and worked many hours and made numerous trips assisting other state DOTs implementing white-topping projects in their states, including Ohio, Florida, Arkansas, Oklahoma and Hawaii.
