LADOTD Veteran Will Lead Engineering Firm’s Expansion Statewide
Baton Rouge, LA – Florence & Hutcheson (F&H), a leading US-based civil engineering firm focused on Strengthening America’s Infrastructure, announced that Steve Cumbaa, PE has joined the firm as Manager of the firm’s office in Baton Rouge, LA.
According to Harris Scott, Executive Vice President of Florence & Hutcheson, Cumbaa brings the perfect combination of ethics, skill and experience to head the firm’s Louisiana operations.

Cumbaa has more than 30 years of increasingly complex engineering design and management experience, including 27 years with the Louisiana Department of Transportation and Development (LADOTD). Prior to joining F&H Cumbaa served as Special Projects Assistant to the Chief Engineer at LDOTD. His areas of expertise include Transportation Research, Geotechnical and Materials Testing, Construction Engineering and Inspection, Transportation Finance, Construction Project Contract Development and Procurement, and owner’s side Design-Build Procurement and Contract Management.
A graduate of the University of Southwestern Louisiana, Cumbaa holds a Bachelors of Science degree in Civil Engineering. Of special note is Cumbaa’s recent contract procurement and initial contract management role on the state’s high profile $400 million John James Audubon Design-Build bridge project.
