Stephen Whitley, PE, Rejoins F&H in Raleigh
Florence & Hutcheson (F&H), a leading US-based civil engineering firm focused on Strengthening America’s Infrastructure, announced that Steve Whitley, PE, PLS, CPM has rejoined the firm as Office Manager of the F&H/Raleigh office. Whitley has more than 23 years of engineering design experience including Design-Bid-Build and Design-Build.
According to Warren Lamb, Executive Vice President of F&H, Whitley brings the perfect combination of ethics, skill and experience to head the firm’s North Carolina operations.

Whitley first joined Florence & Hutcheson in 1986 during the early years of the firm’s expansion into North Carolina, and was named Office Manager in 1997. In 1998, Whitley joined Ko & Associates, Inc. as Roadway Department Manager. In 2008, he joined another local firm as North Carolina Transportation Group Manager.
Whitley holds a Bachelor of Science – Engineering Technology from the UNC-Charlotte. In addition to operations and management experience, he has more than 23 years engineering design experience ranging from preliminary designs for environmental studies to complete roadway construction plans for rural and urban interchange roadway systems. He holds PE registrations in NC, GA and VA, and is a PLS in NC.
Of special note is Whitley’s major contribution on the firm’s award-winning, $52 million Bryan Boulevard Relocation Project in Greensboro, NC.
