Job Description
Responsible for managing all aspects of water and wastewater infrastructure projects including preliminary studies, planning, design, permitting, construction procurement, construction contract administration and quality control. Responsibilities include securing new work, managing project schedules and budgets, managing client expectations, project communications, building and leading project teams. Primary emphasis will be water and wastewater treatment systems. Leads marketing, planning, proposal and interview process with public, governmental and industrial clients. Assists with recruiting, training, developing and managing technical personnel. Directly coordinates all project aspects with clients.
The duties and responsibilities for the position include:
• Assists with market review and business plan development
• Assists with marketing programs and in proposal preparation and interviews
• Assists in the direction of project planning, budgeting and establishing critical project objectives
• Develops and negotiates scope of work, man-day / engineering fee estimates and engineering services agreements
• Develops work plans, identifies / coordinates staffing requirements, monitors progress of work and project budget status
• Provide technical leadership for project teams including active participation in the planning, design, procurement and construction contract administration phases of projects
• Prepares engineering reports
• Oversees and actively participates in project quality control processes
• Coordinates with funding program administrators to assure conformance of project procedures with prevailing regulations
• Monitors and implements client agency policies and procedures
• Evaluates and provides assistance in updating software to meet client agency requirements
• Provide on-the-job training to new staff and assists with the development of out of house employee training programs
• Work requires travel to meetings, site visits, and inspections. Licensed to operate motor vehicles in accordance with applicable state law
• Other duties as assigned
Required skills and education:
The position requires the following skills, experience and education:
• Graduation from a university with a ABET accredited Bachelor of Science Degree in Civil Engineering with preference given to a Master of Science Degree in Civil Engineering with an emphasis on water resources, environmental, and water / wastewater treatment systems.
• Advanced knowledge of federal and state and state regulations, design standards, specifications, acceptable construction practices, materials, methods and equipment used in water and wastewater treatment, storage and conveyance system design.
• Minimum 10 years of previous experience in the design and management of water and wastewater treatment and conveyance system projects preferably in Kentucky and Tennessee.
• Advanced knowledge of biological, chemical and physical process used for the treatment of water and wastewater
• Previous experience in managing teams of various engineering disciplines on large advanced water and wastewater treatment plant projects
• Experienced user of CADD (AutoCad or Microstation), Word, Excel, PowerPoint, Access, ArcGIS and other software applications
• Excellent verbal and written communication skills
